I mentioned it at the bottom of my Superman post. It just felt a little silly. So I left it off.

If I decide it's so iconic to the character I have to include it, it will be pretty easy--I basically already designed the ability for Mr. Freeze (Fatigue attack with Freezing hazard + Binding). I'll just make sure to give it optional link to the knockback attack.

Enemies: Lex Luthor, Various Metropolis Criminals and Corrupt Politicians she exposed, any Superman enemies.

Lois Lane was an army brat raised by a father who wished he'd had a son. She grew up tough and she staid tough. She earned an Ivy-League degree in journalism before her 20th birthday got her first job as a reporter for the Daily Planet before her 21st.

She was already best reporter at the Planet when she broke her career-making story by scoring an exclusive interview with Metropolis's newest hero, the mysterious alien Superman.

Since then, she's managed to garner a reputation as one of the best investigative reporters in the world.

More recently, she surprised the world by marrying her long-time coworker Clark Kent, despite long-running rumors linking her romantically with Superman himself.

Despite her penchant for getting rescued, Lois Lane is not to be underestimated. She's investigated crime lords and war zones and taken great care to learn how to protect herself when necessary.

Should he pay the same price as someone who has +4 Reputation and no secret identity (Iron Man for most of his career, for example or any of the Fantastic 4? Maybe President Lex Luthor to give a DC example?)

Or what about someone who has the same value reputation in both of their identities? Should they pay less than Superman for the priviledge of actually getting to use their reputation all the time?
They should pay for it twice, they get the benefit in two identities, for the same reason you pay to have extra identities.

They're not paying for two identities. They're taking the Secret Identity disadvantage. Extra Identities cost more when they're backed up by apparently legal paperwork, etc... i.e. when they confer an advantage.

If you're getting less you should pay less.

If you don't take Reputation twice, you can't use it when you act as another person. If you do take it twice, you can use it when you act as one other person. That is the extra benefit.

Not an expert on Power Girl, but those personality disads seem crippling to me. An impulsive, bad-tempered, charitable no-kill pacifist with a code of honor... that sounds a little whacky. At least some of them should be Quirks, IMO.

Overall, the IAs should probably be stronger, considering that a Kryptonian can easily bisect a modern MBT literally just by looking at it. My build is:
Innate Attack (burn) 20 (Cosmic: Irresistible Attack, +300%; Cosmic: Ignores Hardened, +50%; Increased Range (LOS), +40%; Rapid Fire (24), +150%, Variable, +5%; All-Out, -25%; Costs Fatigue, -5%; Takes Extra Time 1, -10%) [605]

IMO you're also low-balling Damage Resistance and Damage Reduction. Kryptonians can take a lot of punishment even from similarly high-powered opponents. I suppose Regeneration makes up for it, but my build has DR 100 and IT:DR (/1000), with Regeneration (Regular).

I think that power level is appropriate for Golden Age kryptonians, but in most current versions, it should be (wait for it) OVER NINE THOUSAAAAND!

Depending on how generous the hypothetical GM is, you might be able to convince them to let you buy the smaller Reputation as an Alternative Ability if they'd never apply simultaneously. I personally would find that reasonable.

She's essentially a grown up supergirl with anger issues. Since she's a pacifist, she punches walls when she gets angry. All the other disads are classic superhero disads, so not wacky at all. I guess if you consider Ben Grimm, the whole package is a classic superhero disad list.
