Default Does Energy Reserve Recharge While in Use?

OK. This may be a really dumb question. But I'll ask it nonetheless. Which of these is correct?

1) Energy Reserves recharge at a rate of 1 Energy Point per 10 mins, even if you are using it power an ability.

OR

2) Energy Reserves will not recharge while being used to power an ability.

I don't recall any text indicating that energy reserve did not recharge when in use.

While I do default to Energy Reserve recharging time being active when ever it is less then full (baring Special Recharge)

However it could be argued that Energy Reserve is based on Fatigue, and Fatigue does have a resting requirement.

Yeah that was my thinking. Its does say it recharges independent of rest. But I was unsure if this meant normal rest independent from power use. I can imagine settings where it would be required to take a break from power use to recharge though.

Edit: Well if this is the case. What would a limitation cost that said you did have to stop using your powers to recharge?

Whilst it is based on FP, basic ER has never had any requirements for recovery beyond time.

To the OP: Answer 1 is correct. You spend ER to cover a cost required by the ability you are using.

ER explicitly recharges without need for rest (barring special recharge)

Depends on how much bookkeeping you want to use. "Doesn't recharge while an ability that can be maintained is used -10*%" means each use stops the ER from recharging for a minute since each ability (unless changed) works for a minute with Costs ER. You of course need abilities that make this limitation meaningful.

"Doesn't recharge while ER is being used -15*%" also takes into account of one-use abilities, but you'd be keeping track of recharges per second then, so...

*Both are house-ruled numbers. Might be too small.

A bit of a point crock, but Special recharge: "resting" is a valid limitation, although worth less than the standard -70%.

For larger ERs, Special recharge -70% and Regeneration (ER only-0%, Accessibility: Can't use anything that draws on ER -??) at the 1pt/10 min level works.

Regeneration need to be modified so that it relies on something outside of the character (like being a gadget or requires mana etc) to qualify for special recharge.

I'm thinking its probably something like -5%, -10% max if you can only regenerate ER while resting (from ability use). Its seems pretty minor to me.
