OK, I guess TGLS's idea, with or without Fred's addition, will be 3 when I post the Question, and this next one will be 4:
Dark Vision (Magic, -10%) [22] Teleportation ('Only between shadows' or 'Only between unobserved locations'). Invisibility or another 'hide in plane sight' power. Maybe other Shadow magics (e.g. Ally Group (Shadow daemons) or Telekinesis with 'user's shadow must touch target's shadow'), or some form of Illusion.

What I would want is a base Neko Template with no Magic Powers and for _some_ Nekos to have totally individualized Magic Powers with a strong "Cat!" theme. This just isn't an issue for Templates IMHO.

OK, I appear to have phrased the question badly, since the idea in my head was that the Nekos have easiest access to this type of magic, not that they all automatically use it.
The version called 5a seems interesting, I currently read it as having two votes (Varyon's and Fred Brackin's), 1 and 4 also having two votes each, and 3 having one vote. If no more votes appear in the next few days (and RL doesn't interrupt me), I'll break the tie, but I'm not currently sure in which direction.

OK, after much consideration, indecision, and a die roll that surprisingly gave the number that I was already leaning towards, I'm breaking the tie in favour of 5a.
So, the next Question should not be about magic, since it's too highly variable. I'm currently thinking that it should be something about their society or technology, leaning toward technology. Depending on how distracted I get, I should have it up tomorrow or the next day.
