2. There are sapient spirits that take the form of dragons, or possess living ones, but biological sapient dragons are either non-existent, or so rare that might as well be.

I like 3-7. I'd also note that 3 could be broad enough to allow for the dragon civilizations or whatever to be very, very distant (i.e. in the Pegasus Galaxy of Fantasy Stargate) so that higher number options could be included without changing the relative balance of the setting.

What relationship exists, if any, between sapient and sub-sapient dragons? 1. They are completely separate and largely-unrelated. 2. The sapients have domesticated or otherwise rule over the sub-sapients. 3. The sub-sapients are largely split into predators and (dangerous) prey of the sapients, like lions and buffalo, respectively, were to humans. 4. As 3, but the sub-sapient dragons that are dangerous enough to prey on the sapient dragons are legendary, and possibly extinct. 5. Many of the sub-sapients are actually just juveniles of the same race as sapients. 6. Something else (please specify).
