I'll go with #1 - it's possible, but vanishingly uncommon. Thus GM's have the option of having a time-travel storyline if they want one, but the players can't really pursue it on their own.

I think this one is ready:
Dragons Question I What sorts of dragons, if any, are the PCs likely to encounter in this setting? Feel free to vote for more than one, because unless 1 has the majority of votes, there will probably be multiple types. 1. There are plenty of reptiles that might be called 'dragons,' but not that really fits much better then the rather mundane ones on Earth (e.g. draco lizards, bearded dragons, Komodo dragons, et cetra). 2. Various Goa'Uld and other beings have used illusions (holographic or otherwise) and/or robots and golems to fake up dragons like those on our myths. 3. There are worlds with surviving large, non-avian dinosauroids, some of which are fairly dragon-like ('wyvern with bad breath or spitting venom' is about as close to classic Western Fantasy Dragons as this option gets). 4. There are a range of draconiod lifeforms, some of which might breathe fire. 5. Spirits taking the form of dragons exist. 6. Sapient dragons are a political force, not merely lone 'monsters.' (If this gets enough votes, a later Question will be on how politically important dragons or dragon-lead nations are.) 7. Something else (please specify). Please remember to include the number(s) of your preferred option(s) when you vote. ******* Answer: Five votes for 3, three votes each for 2 and 4, two votes for 5, and one for 6.

I think that 6 should probably be part of a separate question about the social organization of dragons (unless 1 wins). I like 4, and also 3 assuming that's not already included.

I'll go with Option 4: there exist a variety of dragon-like beings, including fire-breathers (also probably some beings that breath ice, lightning, etc). 2 and 5 should also be in effect, and I assume the creatures from 3 are included in 4 as well.
