So, a hit with a piercing arrow on the "vitals" of a homogeneous creature will deal 3x damage or 3 x 1/5 that is 3/5?

And, in diffuse creatures, like an water elemental, a piercing or impaling on the "vitals" will deal 3x the penetrating damage for example 7 penetrating damage becomes 21, or the "vitals" from physiology will turn the max damage 1 on a diffuse monster in 3?

No. If a creature has "any body parts that have wounding effects equivalent to a humanoid’s skull or vitals" then an appropriate Physiology roll lets the PC target them. It does not create such body parts for their enjoyment.

Can't hit vitals that don't exist.

Counterpoint, for GMs out there, throw in unusual quirky vitals for your bizarre otherwordly creatures.

A golem for example, its "vitals" would be the writing on the forehead which can only be targeted by a marking substance based attack.

That's a classic though.

A diffuse swarm of flesh-eating beetles takes x3 damage from tainted meat attacks! Put some toxic damage in that turkey leg and huck it at the swarm.

You can, of course, create monsters with unique weak points that someone can figure out, but at that point both the means of figuring out the weak point and the exact effect of hitting the weak point are defined by the GM.
