Although, to be fair, Indomitable (Cosmic) would get around that restriction -- the influencer would have to then have Empathy (Cosmic) to overcome it.

None of which has anything to do with mind control, et al, of course.

Reflexive on Insubstantiality means that if he would be hit by an attack (possibly even if he is attacked, its not clear to me what the appropriate trigger is) he automatically goes insubstantial, so at most they could make him let go of something physical he was grabbing that couldn't be taken insubstantial with him, which might be inconvenient, but isn't going to hurt him.

That won't work. Reflexive only allows the advantage to switch on; it already is on. It does not allow you to instantaneously take other actions, such as manipulating things.

If I have Insubstantial (Psionic -10%) can someone with Insubstantial (Super -10%) affect me?

The default assumption is "yes". However, the GM is free (and encouraged) to defined such interactions when he builds (or allows his players to build) powers along those lines. For example, it would be perfectly fine for the GM to say that mages go to the ethereal plane while psis go to the astral plane and that no, they can't interact. Or maybe they can cross over at special portal places. Or using special rituals. Or something.
