Sure, but it adds a slight complexity and pushed up glasses nerd moment with an "well actually..."
There may be a subtle difference between magically created magic, magically created mundane, and even mundane created magic when dealing with Mana zones.
Truth be told, I just wanted to participate and as Basic Magic is my weakest Gurps subject, I was happy that I knew something germane. :)

It's a mass of superheated air. It wouldn't hold together for very long without magic (so if you walked into a NMZ holding a fireball it will probably do it's damage to you) but it doesn't have to hold together for very long. If one wanted to get technical it would probably lose dice of damage from traveling through an NMZ but it just doesn't have lot of time to expand and cool.

Pretty much what everyone else said re: casting into a no-mana zone. As long as the mana level allows you to cast spells where you are you can totally target inside an area. If it's an ongoing effect it fizzles, otherwise you're good.
