Note that Magic specifically states “organic” instead of once-living. That helps to prevent petrifying a snake, using shape stone to mold it into a sword, casting essential earth, then earth to stone (stone to metal) to get an orichalcum sword that was “once living”.

That sequence technically wouldn't work anyway. The essential Spells are oddly varied and you can turn regular Wood into Essential Wood but the Earth versions work differently. You have to create Essential Earth from the start in contact with the ground and then transmute it from there.

Note that a Wizard who does not have his Staff turned Essential must not have any sort of access to the Essential Wood Spell.

Well apart from the fact that it's most easily achievable in Yrth and works on straight up Magic rules, yeah.

Please quote the rule that allows this, you seem to be confusing the staff spell and the powerstone spell. You can create a powerstone out of any valuable material, but the staff spell specifies organic material.

What book (or books) was that in?

Would it be unbalancing to treat the cost as modifiable for SM? Given that 2 yds is SM+0, it looks reasonable as far as mechanics and world building go, but I wonder whether it would grossly encourage long staves and whips (the suggestion that a giant could use longer--which doesn't look RAW to me--suggests a modification along these lines).

Another option I'm considering is to lift all the item prerequisites, both organicity and length, and replace them with basing cost on weight (7 per pound approximates current cost for the Quarterstaff, 10 per pound should encourage wand-lengths).

Double checking things you might be right, but the requirements are rather vague, so it's pretty easy to get around it, pretty easy to have a long, thin rod inside a sword to make it pass the test.
Magic, page 70: "Any rod-shaped piece of organic material (wood, bone, ivory, etc.) up to
6 feet long. May be decorated with other materials, like gems and precious metals."

Assuming a "decorative" sword attached to the twig doesn't dissipate the magic in the staff spell, sure. But Magic is fickle...

Honestly after a certain point it just becomes easier (and cooler) just to enchant up a sword made out of bone or ivory to be as strong and sharp as steel anyway.
