Default Level up Card

In the rules, and on forums, it seems the 'Go up a level' card can be played at ANY time to go up a level expect to win the game.
I was wondering, if this is correct, say for example, you are level 7, you have two 'Go up a level' cards in your hand you are holding on too and you are turn up a monster, say a level 14, ask for help, a player offers help.
no other players offer a way to stop the victory, could you THEN use the 2 cards, go up to level 9 and win?
it seems REALLY cheap, the player helping already has all his help in and can't decide to NOT offer help at this point. thats why I ask.

You can wait until after you get help for the combat to play the GUALs to get you to level 9. However you must still allow everybody the chance to try to stop you from winning.

Even if everybody else has already tapped themselves out trying to stop you, your "helper", while they can't leave (without the use of one of a very few specific cards), will probably decide to take action against you, even though it means he will lose the combat along with you, if the alternative is you winning the game.

Actually, in the rules, it says you have to play GUAL cards in the BEGINNING of your turn, unless of course you have a Cheat! card or a special power enabling using GUALs at other times.

You must be looking at old rules, because that's not what the current rules say.

I think Areop-Enap might be confused by the Turn Phases section of the rules. Although it does mention playing cards and doing things before you Kick Open the Door, that doesn't mean you can't do those actions in the later phases as well, although it is possible to incorrectly infer this restriction might be in place.

Later in the rules, it does clarify that GUAL cards can be played at any time as you state, DoomedDuck.

Also, Areop-Enap, Cheat! can only be used with Items and it cannot be used to play cards when you would not be able to play them either. For example, you cannot play Items to the table during combat, even with Cheat!. What Cheat! does do is to allow you to carry and use an Item you could not otherwise carry and/or use. So it can give you a second piece of Headgear, to allow you to use an Item that is not usable by your Class and so on. Check the stickied Critical Links and Information thread for more info on what Cheat! can and cannot do.
