Third Stage capability already includes "Serenely untroubled by the Heisenberg Uncertainty Prinicple". Going from there to "not bothered by complex chains of events" is rather mild.

Arisians are pretty literally god-like in their capabilities.

That's what I mean when I said the gap between L1 and L2 is tiny compared to the gap between L2 and L3. As far as ordinary humans are concerned, an Arisian or an Eddorian might as well be a god. They aren't actually omniscient or omnipotent, but they're so far beyond human ability that there just is no comparison. Keeping track of all the possible chains of connection that link human affairs is at most a modest challenge to their medium-level players.

Oh, it applies to them. It's just that they can approximate with so much more accuracy and precision than we can that it looks like omniscience to us. Remember that Mentor told Virgil Samms that he respresented a useful chance to test his Visualization against reality, in that Mentor was projecting where the individual hairs would fall on the floor during a haircut Samms would recieve at a barbor shop 5 Terran years hence, how big the hairs would be, dependent on countless other factors.

He also noted that he could not expect perfect accuracy, he was hoping for something in the range of .999999999 or so. Granted Mentor was 4 of the most capable Arisians, but still...'inferiority complex' is probably a mild word for what woudl result from comparing ourselves to the Arisians.
