This makes no sense. There should be, just like in the real world, lots of conspiracies. Yes, most don't accomplish much, and some are just composed of crazy people, and some have silly goals. There should probably be at least a couple of take-over-the-world style conspiracies.

Possibly a couple dozen, some of them quite powerful. The Earth-Two of my Five Earths setting (see .sig) has a few of those, but it doesn't touch on them much, since they prefer to stay out of sight.

Agreed. The characters should have to look for the conspiracies. It's not much fun if they're advertising the local papers. :)
