Some "Item" descriptions use different wording. Does every enchanted item have either to be powered by the user, a dedicated powerstone, or by the Power enchantment. Hide object for example says, "(b) Any object may be enchanted to “disappear” and “reappear” at its owner’s command. Energy cost to enchant: 100 per pound of item weight." The wording seems to hint at the possibility that the item is Always On by default and the user has only to state the command to use it. Does the user have to also spend FP if the item is otherwise not self-powered, or does the item even have to be further powered such as with the Power enchantment?

Or consider a fairly "low level" effect in Walk on Water (lower level in that it doesn't doesn't inherently maul physical laws to the degree that Hide Object does): "Staff, wand, jewelry, or clothing.Only affects the wearer. Energy cost to create: 500." Putting Power 3 into an item is virtually cost-prohibitive that would let someone put on a pair of shoes and just start walking.

Is the magic item creation/cost system supposed to be extremely expensive for everything, do all items need Power to be Always On, do all weapon and armor enchantments also need Power to work?

Always On is supposed to say so but when the Item affect is not simply a version of casting the spell for the possessor and particularly has a different level of effect scheme than the spell might be energy cost free.

The classic example might be Climbing at 100 energy per pt of bonus.

Not that this is a guess and not received wisdom.

I thought the enchanting rules automatically gave items a degree of Power?

Enchanting an item gives it a Power equal to the skill at which it was enchanted (usually 15), but does not give it the effects of the Power enchantment. The former level of Power is the skill level at which it casts the spell effects, the latter is the discount on the FP for casting/maintaining spells from it.

I always took it that the ones that say things like "X energy to effect Y amount to Z level" are Always On effects, especially since this wording matches up with the enchantments that are not also regular spells, like Fortify and Hideaway.

Some are always on, some are not. Let your GM interpret.

Usually the ones that just have under enchant "Wand or staff, x energy" are just going to cast the spell and not give some always on effect.
