Yeah, small towns that show up in superhero universes tend to be significant in some way, and end up full of strange occurrences. Smallville tends to be the prototype of these. :)

With paper walls like in old Japan, to reduce damage a bit? Earthquakes there, not superheros, but still.

I think it was an old X-Men Colossus vs. Juggernaut battle where the bar owner in the background says to someone. "Of course my insurance covers superhero battles. In Manhattan, it's a necessity!"

Insurance isn't magic, and with how common super fights are, what idiot would run such a money sink company?

Canonically they have a company using about TL 11 gear to do repairs.

Introducing such ultra tech ignores the same elephant in the room as when you deal with superhuman geniuses like Stark and Richards. Why are they not helping mankind in ways other than punching super villains? At least with them you can hand wave time specialties, etc. With actual access to TLs above 8, it must be obvious to even genre enthusiasts.

It is, which is why Damage Control Inc (the 'super' insurance/construction/repair company) first debuted in a 'parody/comedy' comic, rather than the more 'serious' titles.
