A default user would suffer familiarity penalties on top of the default penalty and not get related benefits. I would say that's pretty relevant to the discussion.
Your point was originally that if one didn't pony up enough points to raise a default skill by a whole level it wasn't a known skill.

That being defeated you went onto a side branch with familiarities. Yes. You are right in that every point put into a skill gives you 2 free familiarities but you can get familiarities, even for default skill by spending 8 hours at the shooting range or golf course (for different skills, hopefully) to get used to new equipment.

At this point we're just nit-picking, I think.

Nope, that's not what I wrote. Go and re-read it. I was supporting the usefulness of spending a point in a skill even without it being enough to raise the skill above default. Hence the use of the word 'Yes' in my original post. You seem to have misunderstood the word 'yes' and taken it as the word 'no'. I'll try to be clearer in future.
The related issue of familiarity is another way that point adds value without raising skill level directly.
It may be *possible* to gain familiarity with weapons known at default skill level, but it wouldn't be the case by default. So again, the two points I made stand.

Your statement that I added the familiarity point after being 'defeated' on the value of the single point- again just bizarre. Try re reading.

I'm sorry; I misread attributions and thought that you stated something you didn't.
