For NPCs, well... they can't have allies by default, and they're not worried about point cost anyway, so they can pay "full price".
If you are a PC starship, (and not just using the Transhuman Space approach of just having the ship's servers as your "body") and you have internal drones that don't ever leave, Ally (Internal x1/5) seems like a good fit.

Allies that can access your Dedicated Controls and as such assist in things that happen on the outside are a lot different from an extra arm that only gets to move stuff inside your payload.

It can certainly be done, though more than two or three in or around one body might be a bit tiresome in play.

Yes, shooting weapons outside your body is doing something outside.

As I said, a leviathan's DRDs are a pretty good example of when internal would be appropriate.
