Personally, I'm tied to the idea of a double cost technique, so what about:

Perk: Turns the default penalty into a Very Hard* technique, and allows defaulting from it.

*Very Hard Technique: As an average technique, but double cost

Meh, not really keen on that, I'd either go all the way to a normal Hard Technique, or leave it alone, but YMMV.

You get your highest default for free. Pay the difference in points.

Example: You have Broadsword at DX +4 and thus know Shortsword at DX+2 for free. Going to DX+3 from DX+2 isn't free. Pay 4 points.

At the right combination of skill values, you could get a 1 pt discount for default and have to pay 3 pts to raise it to the next level.
