I lean towards the grapple part. Reason being it is easier to wrap a whip or chain around a foot then to actually hit a foot.
Grapples are assumed to be two handed in GURPS and I think that is why they take half the penalty to hit. Becasue your trying to wrap a target rather then hit it directly. So it coulbe because your trying to hit with two limbs or just a bonus for the wrap effect.
EDIT: Note that further support of that rationale is that an extra arm gives a similar bonus. +2 to grapple for each extra arm.

On the other hand, a one-handed grapple gives many penalties (or lack of bonuses) to Contests in RAW grappling, but doesn't say "now you use striking penalties for hit location."

I think you hit it fully above (bolded).

Good, that was my preferred reasoning anyway :)
I can see both lines of thought but your right about the one handed penalty thing.
The wrap is cleaner though and wont require a whole rework of extra limbs in grappling combats.

I PM'ed Kromm my original post (pretty much) & this was his answer...

Weapons use the hit locations for striking. The special, easier penalties for grappling are meant to reflect using the entire body to systematically engage the target over the attacker's entire turn. Smacking the target with a weapon bears little semblance to that; really, the difference between entangling and lashing for damage is mostly that of connecting with a slightly different piece of the weapon. The motions are almost identical. The same logic applies to Hook, which does explicitly state "standard hit location penalties."
