My characters tend to be heavy generalists so I can't bring myself to lower IQ or DX In 3e, it was always the munchkiny 13/13. In 4e it tends to be 12/14, at least, one way or another.

It wasn't easy (125 or 150 pts) but in 3/e I managed:

ST 13 DX 13 IQ 13 HT 13

Didn't have much left for Advantages and even using the old 1/2 pt think I started with 20 skills or less, but it was an interesting concept and a fun ride.
