How about Area Effect and Wall without using persistent. Basically, a wave as you're describing it is just a long wall of a certain thickness that only lasts for a second.

I tend to agree. I think it ought cost more than normal, but I just want to see a massive multi-hit wave of force/water/polar bears/ etc.
