Does the 15 pts for a Shvy work in the cobb formula or was it just a house ruling because they got used so much?

It does work. It came out to 14.56 pts (2.5 AU for hex players, I only play the minis version) so a cost of 15 is valid. Thanks for making me check that. Gonna consider the increase for our club as the Shvy sees a lot of action.

I've played many games, with a great many different players at conventions so it's not a limited local meta test. The 15PV value works perfectly.

There is a lot more errata than what you mention..Check the 1st few posts on that thread if you didn't already. Just notoced another descrepency. On page 34, "Overruns on Water", it says Ogres can only use their missles to make attacks, but on page 40 under the description for Water terrain it says, "units underwater may not attack". Which is it?

There is an excellent article in OGREZINE 2 about balancing issues with SHVY tanks. (Specifically, how they dominated in "Ceasefire Collapse" style scenarios, -basically eating HVY tanks.) The author offered quite a few options to curb SHVY superiority on the battlefield. Among the options was the 2.5 AU cost. However, this left SHVYs as a poor choice in "Get the CP" type scenarios since cost efficiency when facing an Ogre becomes paramount. So, as per one of the later options, my friends and I use the 2.5 AU rule EXCEPT when large (MK III or higher) Ogres are involved as adversaries. In which case we revert back to 2 AUs for each SHVY.

I thought that article would spawn a bunch of arguments. Instead people are just saying, "Yeah, 2.5."

(Unless there's Ogres around. Ogre missiles are the natural predator of SHVYs.)
