Source is more of "ER can only be refilled by absorbing smoke, draining a neon sign, absorbing paper, etc." Environmental sounds about right, but the value of such things is what I'm not 100% sure on.

And no, a cigarette does not produce anywhere near enough smoke to count.

Is it just recharging the ER you're worried about? Look at the Special Recharge limitation.

If changing between one form and another requires special materials, that could be Trigger?

Recharging an ER *is* the trigger for swapping over to that power set. Absorbing smoke puts him in the smoke power set, draining a neon sign brings out the shiny, etc.

Ah. So Special Recharge on the ER. (Unconscious?) Trigger (Full ER) on Alternate Form. Does that work?

Ehh, no Unconscious on the ER. It's definitely optional to stop and draw in a different power source. Bonus points to whoever knows who this character is :p
