It appear to me that Wil is talking about FTL-capable civilizations, while Anthony's "realistic" is more literal.

I agree almost entirely that interstellar trade and colony projects are seemingly impractical, because high energy production makes local production more efficient even if it makes asteroids possible to reach. Attempting warfare on such a scale is also unlikely, as an efficient method, though one can never rule out mass hysteria and genocidal panic. Almost all of what goes on in science fiction is dubious from an economic and political perspective.
