How Talents Work
Surprisingly struggling with a basic question:
When you take the talent advantage (e.g. outdoorsman) you get the block of skills and reaction bonuses that come with it. What is the starting level for those skills? The best I can guess is attribute +1 (assuming one level was bought). |

It's +1 to effective skill, even if those skills are at default. So, if a skill defaults to stat -3, 1 level of talent makes it stat -2. If you put points into skills, they simply get +1 for each level of talent.

Hmmm, so just to make sure I understand:
If you do not have camouflage and you take 1 level of outdoorsman you get camouflage at IQ-4 (+1) or Survival-2 (+1) for an effective skill of IQ-3 or Survival-1. If you DO have camouflage already at, say, IQ+1 then camouflage would now be at IQ+2 after taking the outdoorsman talent. Correct? |

It's common practice to have at least a point in every skill in your Talent, but it's not compulsory. There are plenty of reasons, starting with "character concept" why you might not know a skill in which you're talented.
