It's canon; Powers page 118-119. Just to clarify:

IT: DR 100 (Rounds Down, +50%) would give:

1-99: Rounds down to 0
100-199: Rounds down to 1
200-299: Rounds down to 2
etc...

However, it's cheaper to take DR 2 (Hardened x6 +120%, Absorption (Healing Only) +80%) [30]. This will cause you to heal 1 point of damage every time you're hit, neatly canceling out the minimum 1 point of damage.

Maybe not what people are looking for since its not a cheap way to build a brick.
DR! 10 (100) (Absorption;, +80%; Hardened 1, +20%) Wild Card*4 [400]

This gives you DR 10 that is hardened and absorbtion 1 trait to heal and offsets the loss you can take from hits. Used with IT:DR it makes for a pretty potent defense combo for absorbing damage.
The 100 points for Wild Card gives you versaitity in options that vary on the special effect of your DR. Taken with Forcefield it can let you expand it, add sealed as you hold your breath, Nictating Membrane, Enhanced Defense, or even an IA from using your tough body to pummel something (say by Slamming it).

Extra Effort and Super Effort on ST are classic and you can buy UltraPower, Power Stunts or even Godlike Effort.

Other issues to consider:

Penetration Modifiers: you want Doesn't Breathe to stop Respiratory Agents and Blood Agents in their tracks, and Sealed to stop Contact Agents. Likewise, consider Protected Senses to shield yourself from Sense-based attacks. That leaves Maledictions and their equivalent (spells and psychic powers) as the only attack vector from which you aren't protected.

Hazardous Environments: I'm pretty sure that neither DR nor IT:DR protect against the likes of dehydration, drowning, freezing, missed sleep, starvation, or suffocation. Traits like Doesn't Eat or Drink, Doesn't Sleep, and Immune (or at least Resistant) to Metabolic Hazards are well worth considering. Likewise, Vacuum Support or Pressure Support.

IT(DR) works against damage from all those sources, though it doesn't work against non-damaging effects.
