Default Question about the rule of 16:

Some spells (such as Phantom) call for opposed rolls that are not resistance rolls. In the aforementioned example, phantom asks for an IQ roll opposed by the spells skill. Because this is not a resistance roll, am I correct in assuming that the rule of 16 does not apply?

You are correct. Rule of 16 only applies to resistance rolls.

Technically correct. Because of the potential for abuse with Phantom, you might consider treating the QC as a resistance roll.
