The issue here is that you're parsing the sentence wrong. The phrase "as can" is being used conjunctively, to combine two unrelated and non-overlapping categories:

1. Any item that uses Hands
2. Items like the Singing and Dancing Sword that are obviously weapons

If the SaDS did use hands, that sentence would actually make no sense. It's explicitly separating the two categories, making it clear that either type of item can be considered a weapon.

Compare, "On Sundays, senior citizens can visit Disneyworld for half-price, as can small children," to, "On Sundays, senior citizens who also happen to be small children can visit Disneyworld for half-price." :)

The lack of a reference to hands is a "0 hands" marking. If something requires hands, it will say so or be specifically errata'd so.
