You can do the opposite with an enhancement via Reduced Time or Cosmic: Pocket Dimension, so I assume you can use the mirrored limitations.

I did some math to figure out if it was better to raise Paylod or Lifting ST at any given point, but ended up raising both to "round" numbers as much as possible for the given budget.

I have a Gadgeteer who has an extradimensional payload.
(I didn't see the cosmic modifier for that though.)

Yeah, Powers is a very useful book, but it's got some accessibility issues. Energy Reserve is another example of something that doesn't seem to be in the right place.
