Supers-style heat rays often seem to melt their way relatively slowly through thick targets, so Corrosive with the Incendiary modifier might be more suitable than Burning and allow it to cut through tank armour without costing a ton of points.

I like corrosive attacks, but melting away 1000+ DR to get at less than 200 HP is actually more expensive than using an AP attack instead. Also, corrosive eats away DR over a broad area rather than creating a hole like a focused laser would.

I didn't have my books with me. I was thinking of Jet, but with extended range.

On further reflection, ditch it. Call the continuous beam a special effect.

Innate attack 50 (burning) (no 1/2d +15%) (Wildcard Power x4) [1150]

Then, you can basically, throw whatever you need. more range? sure. more penetration? sure. Use it as an active shield for a bunch of civillians to shield them from falling debris? why not? Weld a battleship? ok. lobotomy? um... a little dark, but sure.

Really, when you start talking about all the wacky stuff that comic book and screenplay authors and have done over the years with various powers over the years, wildcard powers are the way to go.

My build:

Burning Attack (Accurate +7, +35%; Cone (10 yds), +150%; Cosmic (Bypasses DR), +300%; Increased 1/2D Range x10, +15%; Increased Range: Line-of-Sight, +40%; Ricochet, +10%; Selectivity (applies to Cone, Cosmic), +10%; Underwater, +20%; Variable, +5%; Power Modifier, -10%) [33.75/level]

Cone in this case represents making a sweep with your eyes or turning your head while the attack is active. Hence why Selectivity applies to it; you basically choose whether to sweep or focus on a single target.

Ricochet and Range: LOS both seem odd. If Superman's heat vision is deflected, it's usually because of something someone is doing to defend. I don't really recall him bouncing it off random surfaces to attack others. Likewise, I get LOS for increased range, but it has a few odd qualities - namely that you can't hit anything that you can't see. That would prevent it from a hitting something behind someone or being used if his vision is impaired (darkness, blindness, smoke, illusions).

To be fair, I'm not 100% up on Superman, so I'll grant you the Ricochet bit in regards to him.

In many cases, it may be that Supes isn't actually shooting lasers at a target, but more "focusing on a spot which then burns". If he knows where a target is (and why wouldn't he?, given his telescopic and x-ray vision - not to mention his super-hearing, letting him hear conversations in real time from orbit - are basically clairsentience!), LOS would let him focus on that spot despite what's (and who's!) in the intervening area. This is usually seen when his "laser vision" is portrayed when his eyes glow but there's nothing seen between him and the target.

Still, it's how I'd build some of his expies (Hyperion, Gladiator, Homelander, etc.).

There are a lot of different visual depictions. Sometimes there's a beam, other times not. I can see where you're going with the intent.

As for hearing, Superman has the advantages to augment it to be just as accurate (or perhaps more so) than vision so Superman using it as a sight substitute seems reasonable. It's just that this ability will be greatly diminished if you don't have super senses to compliment it.
