Ah, this was not clear from your initial posting. I got the impression he was trying to make an American World Empire, in a fairly right-wing style.

I made things clearer.

Not sure if this useful to anyone but I just discovered that Johan Guttenberg first (failed) business endeavor was selling mirror boxes to pilgrims.

Now the weakness of the Nazi Cabalist is his overwhelming racism. He can't really see "Non Aryans" as real people. He simply dismisses the "subhumans and mongrels" as worthless unimportant trash.

Both Cabalists have fairly potent magics, especially in relation to this Low Mana world, and groups of bound spirits with different properties and powers.

Basically you've got two dangerously unbalanced Occult Masterminds manipulating the two powerful and dangerous nations.

Whether or not you want to get people in to manipulate the USSR, the UK, and Japan, is a matter of taste.

Try this mythic parallel. Gordon basically it's the world of Flash Gordon.

Set the story in 1940 after Ming's death at the end of the third serial. In both of the last two serials Earth has been hard hit. The Nitron Ray Ming used on Mars created vast worldwide storms. And Ming's third attack the Purple Death slaughtered hundreds of millions. Now, due to Zarkov's combining Earthling, Martian, and Mongo, technologies, rocket travel is set to become cheap.

The world's of this solar system are facing a period of rapid transformation. The Nazis and Stalinists are still around, and if Ming escaped a third time, both Hitler and Stalin, like Queen Azura, might fall prey to his con games and plots.

This setting would have both grim and romantic elements. It would certainly be a high action setting.

Imperial Japan focuses on agricultural biological warfare research. (Perhaps afraid of collateral damage or contamination, or maybe a pang of conscience against using human subjects). They produce a virulent maize blight and weaponize a cocktail of wheat afflictions, and later a potato plague. Afflicting the United States is difficult; unlike humans, sick crops don't move around.

The result is dramatically reduced crop yields from the three most important foodstuffs. The corn famine in particular hurts meat production severely.

Is it enough to turn the tide of the war? I don't think so, though that in part depends on 1) the worst-case scenario productivity loss, and 2) how much the Allies needed US food.

Would probably lengthen the war, but Japan would still lose. Most likely, it would go significantly worse for Japan (due to an even stronger desire for revenge in the US), it would just take longer.

Japan's balloon bombs ought to be a decent delivery system. I doubt that the pathogens would be effective fast enough to lengthen the war. Post war could get very ugly, without North America's food production capabilities, European post war food shortages could become famines. Whatever rice Japan produced would likely be confiscated for use by the Western Allies.

They weren't in practice. Most of them fell into the ocean, the rest landed at random. They weren't effective at setting fires and they wouldn't be effective for this.

To make this effective, the time to spread the diseases is summer 1941, before the outbreak of the Pacific War, when Japanese agents can still move around the USA and plant the diseases. The diseases are also likely to spread into Canada and Mexico, if they're infectious enough to spread across the US.

It probably makes the war last longer and the outcome worse for Japan. the US might, for example, cut off Japan's overseas trade and coastal commerce, not use the atomic bombs, and slowly starve Japan to surrender as revenge.
