The GURPS PF mechanism doesn't make a whole lot of sense when applied to charged particles anyway; charged particle shielding pretty much subtracts rather than dividing.

Thanks very much everyone for the answers and proposed solutions. I'll have a read through Bio-Tech, re-read the physical tech books and do some surfing. When I have a solution that fits the campaign theme I'll post it as an edit on the first thread.
