What is "Difficult Materialization"

Difficult Materialization -20% appears on p. 11 of Template Toolkit: Races for the Sprite metatrait. What is it?

See page 9. It's a lesser version of Usually On, with a slower FP drain to turn it off (also note Easy Materialization +0%, where the FP drain is slower still).

I think it first appeared in GURPS Horror (p. 16) and I put all the various versions in GURPS Template Toolkits 4: Spirits (p. 9) covers Reversion (also from Horror), Substantial Communication (GURPS Psionic Powers), and both Easy and Difficult Materialization.
