I'll keep it simple: LTC3 p. 49 mentions that apprentices earn half the listed monthly pay. p. 23 says labor rate is based on monthly pay. Is the pay cut to apply before or after determining labor rate? I.e., is an apprentice's labor rate half that of a professional's, or is it the same, with the lower pay simply factoring in the lower quality of work produced?

Apprentices do simple work, under supervision of a master. So it's the same, but only for stuff that is easy to do.
If you put master to do something by himself, his wage will be smaller. If you put apprentice to do something by himself, he will probably mess up Edit: you can see it in the example at the page 23. Here you can see 13.5 man hours divided by 6 people.
