Default [MA] Arm Lock question

I have a question about the application of the Arm Lock technique. Let's say our friend Steven has Judo-12, and Lock Arm-16, and after a successful parry, with both hands free, he makes an attack using Arm Lock, and my question is: on this roll is applied the -2 for attacking the arm? And if so, in successive rolls to damage the arm, is also applied that penalty?

Nope, the technique description says to roll vs Arm Lock, not Arm Lock with Hit Location penalties (which is only -1 for grappling an arm, when applied).

Arm Lock is pretty boss. The main disadvantages are having to set it up and tie up both hands, but once you do that you're usually going to ruin somebody's day if you have it maxed out at Skill+4.
