I think Phil was explaining why the Kickstarter is unlikely to offer international shipping. That needs reasonably hassle-free shipping to turn a profit.

W23 ships to anywhere in the world, but it's usually expensive outside the US.

No plans for a print-on-demand at this time. Our focus is the hardcover campaign. There may be a print-on-demand release in the future, but licensed works require special attention before a POD version is possible.

If the item you clicked on is only currently offered in digital, like GG is at the moment, the software will not offer a hard copy option. Thus no shipping costs. Try clicking on the 4E Disc World for a shipping estimate, they're roughly the same size.

I've never read Girl Genius, but I had to buy the book immediately, because I'm a GURPS completist and was curious how Sparks were handled. It appears the book largely leaves the existing gadgeteering rules in place*, while making it even cheaper, character-point wise, to play a gadgeteer / Spark. Which makes sense is if the intent is for high-powered games to be more-or-less synonymous with "all-Spark games". Which may or may not fit the comic, though I notice that the "Cast" chapter has examples of high-powered non-Sparks.

* Disclaimer: I haven't carefully looked at all the fine print, so maybe the "bugs" table was tweaked to fit the setting, but any changes certainly seem minor compared to the changes seen in say Monster Hunters or After the End.

An all-Spark game sounds like a somewhat terrible idea, unless the characters have Allies with them to do, er, the job Zoink does when Gil is testing his flying machine in book 3. :-)
