Ah, good point. However I don't think the limitation for 1/100 range should be less than that for Melee Attack.

You can use a Melee Attack to parry, feint, etc...

I agree that I don't think it should be -60%, but it definitely has less utility than a Melee Attack.

Just buy enough Increased 1/2D to make the 1/2D equal the Max.

I know it's not RAW, but I like the idea of being able to add Rapid Fire to a Melee Innate Attack. It seems to be the best representation of some common attacks in anime and wuxia films (ie, Wong Fei Hung's infamous No Shadow Kick!) That said it's inherently cinematic. Real life practitioners use combinations.
