Yeah, I built a rather hag-like character with a variety of curses, using that trick (Modular abilities to enhance the base ability). Having actually played with it, it's abusive as hell.

Now, with Power Ups Enhancements, I wouldn't allow Modular Abilities to mess with the Enhancements on an advantage. Get a wildcard modifier instead.

Once you've got the MA down to 1 point per point of abilities, it doesn't really matter whether you're improving an ability or adding it wholesale. And PK kind of opened that door with the 1.05 p/poa Seekersense. In GURPS 5 there probably shouldn't be any MAs less than 10 p/poa (though to make up for it maybe they start with Physical and Social).

With Limited Enhancements (p. B111) you could still get the cost of Variable Enhancements down to 2 points per point of ability, but it's harder to find limitations you can put on it.
