Increased Technique Limit
How balanced or unbalanced does it seem to have a leveled perk of:
Increased Technique Maximum 1/level. Allows raising a technique above its normal maximum by 1/level. This basically means you can continue raising techniques above their normal limits, at a cost of [2] instead of [1]. Given that you can just raise everything for [4] that doesn't seem too exploitable in general, but I could be missing some obvious abuses. |

And in a more general form on p. 17 of GURPS Power-Ups 2: Perks.
Basically, it lets you raise techniques that are capped at full skill or attribute to skill/attribute+4. Techniques which can already be raised above that get an extra +2 (e.g., Arm Lock could be raised to Judo+6 instead of Judo+4). The exception is techniques which cannot be raised to at least full skill -- such as "cannot exceed Karate-3" or "cannot exceed Boxing Parry" -- because there is potential for abuse with those.
