In Fantasy, for example, who the reaction bonus applies to is left open completely, because it's not worth sweating. The GM will know when to apply it and when not. I don't see why racial talents would be any different. |

I believe William Stoddard has said that the reaction bonus is mostly icing on the cake anyway.
