I'm inclined to keep the penalties. Aiming and shooting with NVGs definitely is not the same as without them.

Reading some reports about binocular NVGs for aviators, I now see why the No Depth Perception disadvantadge could not be totally eliminated by current technology NVGs. It causes others effects, like illusions, disorientations etc., that are below game granularity, but well represent within the penalty of -3.

Though, this advanced NVGs could have a lower penalty, like -2, instead of -3, once it gives better optical resolution.
