I figure the big cost is because that's an "on the fly" penalty.

I'd posit if you permanently learned a modified spell it shouldn't be quite as hard.

Perhaps when one learns a technique to buy off the skill penalty it could also buy off the FP penalty?

Hmmm...after rereading all the posts, I'm thinking I should rework the objective of the spell to just adding the Rapid Fire enhancement to a bow/crossbow for one time. Using only Low-Tech weapons, the damage for a bow/crossbow shouldn't be over 2D, so it won't be too overpowering. But I know the wizard isn't gonna want to pay 10FP to cast it!
