My understanding was that the colleges he was referring to were:

1. Birch (Beth), 23 spells
2. Rowan (Luis), 10 spells
3. Alder (Fearn), 14 spells
4. Willow (Saille), 6 spells
5. Ash (Nion), 14 spells
6. Hawthorn (Uath), 21 spells
7. Oak (Duir), 10 spells
8. Holly (Tinne), 19 spells
9. Hazel (Coll), 49 spells
10. Vine/Bramble (Muin), 35 spells
11. Ivy (Gort), 6 spells
12. Reed (Ngetal), 6 spells
13. Elder (Ruis), 6 spells
14. Silver Fir (Ailm), 14 spells
15. Gorse (Onn), 6 spells
16. Heather (Ura), 3 spells
17. Aspen (Eadha), 10 spells
18. Yew (Idho), 12 spells

This isn't counting the multi-college spells, like the two Alder+Aspen spells or the four Silver Fir+Willow+Yew spells.

While these are all types of wood, I don't think this specifically has anything to do with the Wood college mentioned later in that chapter.

It looks like a typical GURPS Magic college has at minimum around 20 spells and might have nearly 70, so that's the range where -40% is the standard limitation.

That holds for Birch, Hawthorn, Hazel, Vine/Bramble, and maybe (falling just barely below 20) Holly. The rest probably need a bigger limitation than -40% to be fair.

Heather (Ura) can probably just be treated as single spell Magery (-80%), by the way, since of its three spells the only one you can use without prerequisites from other colleges is Delayed Message.

The rest need to fall somewhere between -40% and -80%.

I think that the problem is that the One College modifier is inappropriate for the given magical system. Hazel is phenomenally useful, especially since it includes Invisibility and nearly every detection spell, so anyone who lacked Hazel would be truly up the creek without a paddle. An individual who specialized Elder would just end up as a minor healer.

Now, I find that Ogham works much better as a form of Syntactic Magic than as a form of standard magic. The fact that each Tree becomes a VH skill means that people casually learning magic would be unlikely, keeping it primarily in the hands of the druids. On occasion though, a spirit would grant amateurs 'use' of the magic though spirit contracts for its own inexplicable reason, which could cause the druids issues.
