Yeah, Smaug was sitting on the accumulated wealth of a really rich nation. You can have dragons like that in your game, but only if they are able to stand off actual armies. PC level wyrms are probably not so rich. If you do let PCs win that kind of scratch, you need to make sure they are not wealth motivated, or just plan to end the game right there.

In my Chalice World setting dragons are bankers. They protect not only their own treasure but that of the nearby town, have servants in charge of loans and repayments, and whom interact with the local government.
