The new Colonists mentioned in the OP arrive to find a group of people they consider to be in their same cultural family stuck in the dark ages under the thumbs of draconic overlords. They recognize the dragons are intelligent and that they consider themselves to be in a symbiotic rather than parasitic relationship with the humans.

The other thing to consider is how the local humans are going to react firstly to the arrival of a new colony and secondly to the removal of their draconic protectors. It sounds like there are reasonable grounds for collaboration if not genuine sympathy with the dragons in the human community, and this is going to add to the difficulties. Tactics and weapon sets are going to have to take into account the human population and conceivably human soldiers serving alongside the draconic insurgency.
With this in mind the other thing the colonists are going to need is a way of removing or coopting the human leadership in order to minimise this eventuality.
