Default Tracking Skill for Evasion

Would Evasion be an application of Tracking skill?

Yes, Tracking skill lets you cover your tracks so that only someone else with Tracking skill can follow you, and then only if they win quick contests of Tracking skill against you every certain number of minutes as given in the Tracking skill description.

It doesn't let you evade enemies who can see you, just enemies who want to track you.

I don't know that there are any official rules. Our house rule of thumb is if you are paying attention to not leaving a trail, anybody following it rolls at -2. If you move at half speed, you can roll vs Stealth or Tracking for an entire segment of your trip, and further subtract your margin of success (minimum no improvement, i.e. -2). If you want to hide an older trail (your own or anybody else's) 10 minutes and a roll vs Camouflage subtracts your margin of success from any effort to pick up or follow the trail "here", where "here" is a vague distance around line of sight.

Yes. If you know how to track you know how to make yourself harder to track. There's a RAW Technique based on Tracking called Hide Tracks which covers this.

Got a reference for that? I can only find it as a use of Light Walk in DFRPG, which (of course) does not use Techniques.

I made up a Hide Tracks (A) technique (posted here) long ago, under the belief that there's no such published RAW technique. If there is one, though, let me know so I can remove my "original" creation...

You're right. I mistakenly listed your technique as being "official" in my personal references.
