I post no stats for an ion cannon, because I am still grappling with the concept. Based on the EMP guns of UTT, I think it might be modeled as a paralysis gun with an Armor Divisor of 20. If anyone has any thoughts, please help.

Scaling up paralysis guns and their relatives has always been a problem in 3E. I've written a cruiser whose ship-mounted paralysis guns require a HT-176 roll.

4E Spaceships volume 7, p. 19, has stats for an "ion cannon". You might borrow the effects. Basically design it like a blaster/particle beam, but if sufficient damage "penetrates DR", you get the disruption effect.
