Speak with Animals Limitation

So, I am trying to figure out the cost of a Limitation that would be applied to Speak With Animals. The character has Morph, so he can turn into animal templates. I want to his ability to speak with animals to be limited to the same species of animal that he currently has taken the form of. So this would be multiple species, but only one at a time and only when also in animal form. He would already have the ability to replicate the sounds made by that animal, from morph, but not know the language.

I think I'd peg an Accessibility, Only While in The Form of the Animal as a -20% limitation for Speak With Animals. "Only while morphed" is pretty close to the canonical -10% limitation for "only while in an altered body form", and then limiting it to only the specific animal you're actually shaped as sounds like another -10%, since it is limiting, but you can relatively easily change shape to another form if you need to talk to something else.

Actually it isn't all that easy. His Morph advantage has Needs Sample: Must consume whole Target -50%, Costs HP -30%. I don't know what effect that would have on a dependent or Linked? Advantage.

Hmm. Under those circumstances, I think I'd call the limitation value of "must be in the same form as the animal" as -20% instead. So the whole limitation would be worth -30%.

I don't think you need to modify the modifier for "must be in altered body form." I think any requirement to be invisible, insubstantial, huge, tiny, morphed, or whatever should be just a flat -10%; trying to figure out how easy or inconvenient a particular form is just gets too fussy. The point is that you have the ability to assume the form.

However, I think "only for the species you have morphed into" very likely is worth more than -10%! Normally Speak with Animals lets you speak with any animal, of any species, from a snail or ant up to a baboon. Having it only work for a single species is a fairly severe restriction. In fact I might put it at -50%. At any rate -10% isn't nearly enough.
