Negative reaction towards species traitors

I game it that every adventurer knows the common tongue for the area and characters that don't take the points to learn the languages of their own race or nation get a -1 reaction modifier from anybody who discovers this.

This so-called elf doesn't speak Elvish? What else about her is fake?

That's an interesting approach to language use in the game.

Gives good RPG story potential.
I house-ruled that mixed breeds knew both their parents racial languages.

So what is "the common tongue"?
Is it the dominant race's languages?
Is it truly a mix of several languages: Lingua Franca?

It's the language of whoever is collecting the taxes.
