Siege towers clearly aren't artillery, though I'd be tempted to shove them into Engineer (Artillery)/TL3 anyway. They're not much like the examples given for Engineer (Combat), but you could make a case for putting them there. The one category they clearly fit in is Engineer (Vehicle: mobile towers) or something of the sort, but I am dubious about handling it that way.

LTC2 talks about siege towers, but doesn't specify any skills involved.
