Default How much Control Earth is enough for Bad Footing?

Bad footing (treacherous mud, waxed floors, etc) typically gives -2 to attacks (and other applicable DX based tasks) and -1 on defenses, as well as halving movement.

I'm trying to design a "localized earthquake" ability that essentially generates bad footing. Control Earth 2 (with appropriate modifiers) could generate the -2 penalty part of the effect, but is that enough for halving movement in it's area?

How would you go about building this ability?
